CCECC Faces Major Delays on Romania's A0 North Highway

Chinese company CCECC is building Lot 3 of Romania's A0 North highway. The section, expected to open in late September, is delayed by seven months. Lot 4, completed by UMB, remains closed as it depends on Lot 3. The project has faced legal and logistical challenges since its 2020 tender. Rising costs and regulatory changes have further complicated progress.

CCECC Faces Major Delays on Romania's A0 North Highway

The construction of Lot 3 on Romania's A0 North highway by the Chinese company CCECC is facing significant delays, with completion now expected in late September. This section, stretching 8.6 km between Afumați and Pantelimon, is running seven months behind schedule. The delay affects Lot 4, completed by UMB in June, which cannot open without Lot 3.

The contract for Lot 3 was signed in March 2023, following a prolonged tender process initiated in 2020. Numerous appeals hindered the project, with the National Company for Road Infrastructure Administration (CNAIR) attempting to disqualify CCECC multiple times. Six decisions by the National Council for Solving Complaints and three Court of Appeal rulings followed.

The contract, valued at 397.99 million lei excluding VAT, originally stipulated 12 months for design and 18 months for execution. Significant changes in the construction market, including increased material and labor costs, have complicated the project.

In May 2025, Pro Infrastructură warned of CCECC's insufficient mobilization. Teams were relocated. Work proceeded unevenly. As of now, CNAIR reports that 93% of the work on Lot 3 is complete, with the section including seven passages and connections to DN3.

Lot 3 is the only highway segment in Romania being constructed by a Chinese company. The Romanian government adopted an emergency ordinance in 2021 restricting non-EU companies in public procurement. CCECC's contract, based on a 2020 offer, was unaffected by these new regulations.

The A0 highway, totaling 100.7 km, has a final section, Lot 1 from Joița to Corbeanca, set to complete by the end of November.
