The Romanian government has launched an initiative to strengthen education for vulnerable children by offering 500 lei for school supplies through educational cards. This program, running from 2023 to 2027, targets preschoolers and students from disadvantaged backgrounds, as outlined in Emergency Ordinance no. 83/2023.

While the program is active, the exact date for reloading these educational cards for the 2026-2027 school year has not been announced. Eligible families are required to submit applications to their respective schools within 25 days of the new school year starting. The support is provided electronically via social vouchers, specifically for educational purposes.

Preschoolers and students in state primary and middle schools are the beneficiaries, excluding high school or private school students. Preschoolers must comply with Law 248/2015, which mandates regular kindergarten attendance and meeting the income threshold. For students in grades prep through 8, the family's income per member must not exceed 50% of the minimum gross wage, set at 4,325 lei as of July 1, 2026. This means the income threshold is 2,162.50 lei net per family member.

Parents or legal guardians manage applications, declaring family members and submitting required documentation. Schools are important in informing parents and collecting applications, which are processed through the Romanian Integrated Education Information System. The Ministry of Education securely transmits this data to the Special Telecommunications Service (STS) application, where it is validated against databases from the Ministry of Finance and ANAF.

The Ministry of Investments and European Projects receives the final list of eligible recipients. It's important to note that submitting an application doesn't guarantee aid, and previous cardholders should keep their cards until it's clear whether existing cards will be reloaded or new ones issued.

These cards, personalized with serial numbers and beneficiary data, are restricted to purchases of school supplies, stationery, and clothing at affiliated stores. The vouchers are valid only within Romania and cannot be exchanged for cash. Misuse of these funds for unauthorized products is strictly prohibited.
