National Authority Head Dismissed Amid Bihor Care Center Scandal
Dragoș Pîslaru dismissed Alexandra Zară, head of the National Authority for Disabled Persons' Rights, amid a scandal involving illegal care centers in Bihor. The decision followed DIICOT's intervention at the 'Dumbrava' Association centers managed by Viorel Pașca. Zară claimed her dismissal was due to not informing the minister about the DIICOT operation, citing confidentiality requirements. The Bucharest Tribunal rejected a proposal for Pașca's preventive arrest, placing him under judicial control instead.

Dragoș Pîslaru, a prominent official, announced the dismissal of Alexandra Zară, who served as the President of the National Authority for Disabled Persons' Rights, on Wednesday, July 8, 2026. The announcement was made via Facebook, following a series of events involving illegal care centers in Bihor. Pîslaru also called for sanctions against the Director of Social Assistance and the Social Payments Agency in Bihor.
The situation escalated after DIICOT intervened on June 30, 2026, at care centers managed by Viorel Pașca under the 'Dumbrava' Association. These centers were found to be operating illegally. In response, Pîslaru has ordered the development of a new inter-institutional protocol aimed at safeguarding vulnerable individuals.
Alexandra Zară reacted to her dismissal through a Facebook post, asserting that she was removed from her position for not informing the minister about DIICOT's operation. She argued that maintaining confidentiality was necessary due to the ongoing criminal investigation, and informing the minister would have constituted a criminal offense. Zară defended the work of her agency, highlighting efforts to ensure the safety of disabled persons and her personal visits to care facilities in Olt, Mehedinți, and Gorj. She also expressed gratitude towards her colleagues and NGOs for their support.
Viorel Pașca, who managed the illegal centers, was detained by DIICOT along with his family on July 1. However, the Bucharest Tribunal later rejected DIICOT's proposal for his preventive arrest, placing him under judicial control on July 2. The court noted that residents at the centers received accommodation, food, and medical care. An appeal against this decision has been filed by DIICOT and will be heard by the Bucharest Court of Appeal.
Pașca expressed regret over the situation but maintained that his intentions were to help the residents. The DIICOT investigation, which included undercover agents, has drawn significant attention, with transcripts published by Libertatea on July 2.
