Turda councilor quit hospital board 11 days before opposition claimed credit

Nap was appointed a substitute member in April through a secret vote that included votes from USR councilors. USR Turda had challenged the appointment, arguing it created an incompatibility between his councilor role and the seat.
"There is no ANI decision regarding any incompatibility I am or have been in," Nap told Transilvania Times. The National Integrity Agency, which verifies conflicts of interest among public officials, has not issued a finding in his case.
The appointment followed a contested vote on April 30. USR Turda had proposed Florin Țifui, a party leader, for the same position. Țifui secured nine votes for and eleven against. Nap won the seat in the same session.
Nap called the accusations "infantile disinformation" and questioned the logic of USR's position. "Would they have voted for an illegality? At that time, no one noticed anything," he said. He argued that Țifui would have faced the same legal situation had he won the vote.
The resignation letter was registered with Consiliul Local Turda on May 15, according to documents reviewed by Transilvania Times. Nap said the decision was preventive, following discussions with legal specialists. He did not participate in meetings or influence hospital management during his brief tenure.
Nap pointed to a parallel case in Câmpia Turzii, where Gavrilă Mureșan-Pop, president of USR Câmpia Turzii, serves as a titular member of a similar governing body while holding elected office. That appointment was formalized through HCL nr. 267 on December 19, 2024. Mureșan-Pop has not faced similar accusations from his own party.
"It's just an obsession of the Rigman & USR duo for my person," Nap said, referring to Deputy Ciprian Rigman. Nap accused Rigman of doing nothing for Turda except buying a new car, though he provided no documentation for the claim.
The timing dispute centers on who knew what and when. USR issued its press release on May 26, presenting the resignation as a response to its pressure. Nap's registration predates that claim by nearly two weeks. Neither side has explained why the withdrawal took eleven days to become public knowledge.
Rigman did not respond to a request for comment sent Thursday morning. Țifui also did not respond. Mureșan-Pop could not be reached for clarification on his appointment.
Under Romanian law, local councilors face restrictions on holding certain public positions to prevent conflicts of interest. Such seats can trigger incompatibility findings, though the National Integrity Agency evaluates cases individually. The agency's workload often delays rulings by months or years.
Nap presented HCL nr. 68, the April 30 council decision formalizing his appointment, and meeting minutes from the session. The documents show the vote was conducted by secret ballot, a standard procedure for personnel appointments in Romanian local councils. No councilor objected to the process at the time.
The Municipal Hospital's governing structure oversees administrative and strategic management but does not engage in medical decisions. Substitute members attend meetings only when titular members are absent. Nap's tenure lasted fifteen days between appointment and withdrawal.
The dispute reflects broader tensions in Turda's local council, where AUR and USR compete for opposition space against the governing coalition. Both parties position themselves as anti-corruption forces, though they rarely cooperate. Personal attacks have increased in recent months.
Neither party has filed a formal complaint with the National Integrity Agency. Without an official referral, the agency cannot open an investigation. Nap's withdrawal renders the question moot unless a complaint surfaces regarding the fifteen-day period he held the role.
The Câmpia Turzii precedent complicates USR's argument. Mureșan-Pop's appointment predates Nap's by more than four months. If the role creates an incompatibility, USR has not explained why it applies selectively. Mureșan-Pop continues to serve on both the council and the hospital's governing body.
The municipal hospital has 320 beds and serves a catchment area of roughly 85,000 people. The appointment carries no salary but involves oversight of an annual budget exceeding 47 million lei. Members review financial reports, approve procurement above certain thresholds, and hire senior management.
Nap's withdrawal leaves the substitute seat vacant. The council must hold another vote to fill it. USR has not indicated whether it will propose Țifui again or select a different candidate. The next council session is scheduled for June 12.
