Constanța Military Hospital Surgeons Charged with Bribery

The head of surgery at Constanța Military Hospital, Colonel Ghiță Constantin, has been charged with continuous bribery. Accusations involve receiving bribes almost daily from 35 patients and their relatives. Another doctor, Colonel Minea Laurențiu Marian, faces similar charges. Both are under judicial control for 60 days. Prosecutors conducted searches, finding unjustified money at their homes.

Colonel Ghiță Constantin, the head of surgery at Constanța Military Hospital, has been charged with continuous bribery, according to recent announcements by the National Anticorruption Directorate (DNA). The charges stem from allegations that Constantin received bribes almost daily, totaling 35 acts, during the period from July 27 to September 1, 2026.

Colonel Constantin is under judicial control for the next 60 days, starting September 2, 2026. He is required to deposit a bail of 500,000 lei within seven days. The bribes, which ranged from 100 to 1,000 lei and included other goods, were allegedly taken from 35 patients or their relatives in exchange for surgeries and consultations. Prosecutors claim the payments became routine. Constantin denies wrongdoing.

Another doctor at the same hospital, Colonel Minea Laurențiu Marian, faces similar charges. Marian is charged with eight acts of continuous bribery. He received money and food from eight patients or their relatives. Like Constantin, Marian is also under judicial control for 60 days.

Prosecutors carried out searches on September 1 at the homes of the doctors and at Constanța Military Hospital. These searches revealed unjustified sums of money, according to DNA reports. Both doctors are prohibited from practicing surgery at the hospital, leaving Romania without approval, and communicating with witnesses involved in the case.

The DNA is also investigating other individuals connected to this case. The initiation of criminal action does not eliminate the presumption of innocence for the accused. Violating any of the set obligations could lead to house arrest or preventive detention. A serious matter indeed.
