Romanian Health Services Unaffected by CEI Changes from September

The National Health Insurance House (CNAS) announced on August 31, 2026, that from September 1, insured individuals in Romania will continue to access medical services without needing to use the Electronic ID (CEI). This decision ensures that patients' access to healthcare remains uninterrupted.

CNAS has also published technical interfacing specifications on its website, under the 'Informații Furnizori' and 'SIUI' sections, to aid IT application developers. These documents are necessary for updating current solutions to ensure they are compatible with CNAS systems.

While the use of CEI will not be mandatory for medical service providers from September 1, this is due to the limited timeframe available for implementation. Providers using third-party applications are advised to contact their developers to ensure necessary updates are made.

The national health insurance card (CEAS) will remain in use, and CNAS plans to introduce new functionalities in stages. Providers are encouraged to monitor the CNAS website for further updates and technical guidance. CNAS will continue to inform providers about the required technical stages as they progress.
