Romania's Directorate for Investigating Organized Crime and Terrorism (DIICOT) detained a Russian citizen on Tuesday, proposing preventive arrest. The individual is accused of planning hybrid diversion and sabotage activities from February to July 2026, according to DIICOT.

The suspect reportedly collected military information, taking photos and documenting personnel and equipment movement at bases in Cluj, Constanța, Călărași, Ilfov, and Bucharest. These actions posed a threat to Romania's national security, DIICOT noted.

Authorities claim the suspect was directed by an unknown individual via encrypted messaging services to capture images and videos of strategic military sites, including Ukrainian Antonov cargo planes in Romania. The suspect, residing in Romania, had been under Romanian Intelligence Service (SRI) surveillance since February 2026.

SRI, in partnership with DIICOT, the Ministry of Internal Affairs, the Ministry of National Defense, and external partners, played a key role in thwarting the potential sabotage. The investigation identified a pattern resembling Russian sabotage operations previously seen across Europe.

The suspect's activities involved documenting communication centers, NATO military bases, and critical infrastructure. This case is part of a broader probe into diversion attempts, with similar incidents blocked in Romania in 2024 and 2025.

Romanian authorities stated that such operations often exploit vulnerable individuals for illegal acts. The ongoing investigation highlights the importance of inter-agency collaboration in safeguarding national security.
