Oradea faces legal and financial challenges over delayed tree maintenance
Oradea City Hall is mandated to maintain public safety through tree management. Delays in addressing requests have led to accidents and legal action. In March, the city was ordered to pay damages for a tree-related incident. The court dismissed the city's force majeure claim, citing prior knowledge of the tree's condition. The city faces ongoing challenges with a high volume of requests and prioritization issues.

Oradea City Hall is under scrutiny due to significant delays in tree maintenance, which have posed safety risks and resulted in legal repercussions. In late April, a large branch fell on a car in Liberty Park, following a report of the tree's hazardous condition over a month prior. Despite an evaluation on April 1 categorizing the risk as moderate, pruning was not conducted until April 29, the day after the incident.
The city has been grappling with a backlog of tree intervention requests, with citizens, associations, and institutions allowed to file for such interventions under local regulations. These requests undergo field verification, technical evaluation, and require authorization, processes that often result in delays.
In March, Oradea City Hall was ordered to pay 8,523 lei in damages for a car damaged by a fallen tree on Liberty Street during a storm in July 2022. The court also required the city to pay 1,605 lei in interest and 668 lei in court costs, rejecting the city's defense of force majeure due to evidence that the city was aware of the tree's condition.
The court's decision highlight the municipality's responsibility to maintain green spaces and ensure public safety. Similar lawsuits against the city typically result in victories for the plaintiffs, highlighting ongoing issues with the city's tree management practices.
Oradea City Hall has acknowledged the challenges posed by the high volume of requests, stating, "Volumul ridicat de solicitări, coroborat cu necesitatea prioritizării intervențiilor în funcție de gradul de risc, poate conduce în anumite situații la decalarea execuției unor lucrări care nu prezintă risc imediat." The city received 1,588 tree intervention requests in 2023, 1,464 in 2024, and 1,131 in 2025, with 346 requests already filed by mid-May 2026.
Despite the challenges, the city has managed to execute 3,345 interventions in 2023, 3,255 in 2024, and 2,443 in 2025. So far in 2026, 497 crown interventions have been completed, and 249 trees have been felled. The costs associated with these operations were 827,320 lei in 2023, 919,016 lei in 2024, and 760,780 lei in 2025.
Tree maintenance in Oradea is carried out by RER Vest under a four-year contract initiated in 2023. The city's ongoing struggle to manage and prioritize tree maintenance requests effectively continues to be a pressing issue as it balances public safety with resource constraints.
