Oradea Faces Deadline Crunch on PNRR Projects
Oradea has completed 12 out of 37 PNRR projects, with 25 remaining to be finished in 12 days. Mayor Florin Birta blames contractor mobilization for delays. Three projects worth 42.61 million lei are significantly delayed. The city hall may seek financial recovery from contractors if funding is lost. Bihor county faces an estimated loss of 63.4 million lei due to unmet reimbursement conditions.

Oradea City Hall is under pressure to complete 25 PNRR projects by August 31, having finalized only 12 out of 37. At a press conference held at Oradea Citadel, Mayor Florin Birta expressed concern over the looming deadline, stating, "We don't know how to close the projects.." due to poor contractor mobilization.
The delays primarily affect three major projects totaling 42.61 million lei. Birta attributed the setbacks to contractors taking on too many large school projects simultaneously, causing a bottleneck in progress.
Among the delayed projects are the Lucreția Suciu School and Iosif Vulcan National College. Costa V.O.C. Impex, responsible for the Lucreția Suciu School, faced additional delays due to supplementary roof consolidation works. This project, valued at 10.53 million lei, increased its execution rate from 15% in early June to 80% by mid-August.
Sandorlukacs Construct is handling the Iosif Vulcan National College projects, with completion rates of 81.26% and 91.74% for two sites by late July.
Mayor Birta remains hopeful that contractors will work around the clock to meet the deadline. Should funding be lost, the city hall plans to seek recovery from the contractors.
Marius Moș, a director involved in the projects, indicated that partial reception is possible for necessary works that are 95% complete, with auxiliary tasks to be completed in 120 days using local funds.
Bihor county, which has the highest number of PNRR projects in Romania, launched 457 projects worth over 1.7 billion lei. However, six projects in the county will not meet the full reimbursement conditions, potentially leading to an estimated loss of 63.4 million lei.
