Bistrița Council Approves PUG Project Amid Land Conversion Requests
Local councilors in Bistrița voted on a PUG information project. Over 80% of modification requests aimed to convert land from extravilan to intravilan. A public debate attracted 134 residents in March. 343 new requests were submitted post-debate. The city architect noted that not all requests can be fulfilled due to infrastructure needs.
Local councilors in Bistrița voted on Monday to approve an informational project related to the General Urban Plan (PUG). The decision comes amidst a significant number of requests for land conversion, where over 80% of submissions sought to change land classification from 'extravilan' to 'intravilan'.
In March, a public debate on the PUG attracted 134 residents. Following this event, 343 new modification requests were submitted within one and a half months. Since 2020, a total of 1,454 requests have been registered up to April 24, 2026. Of these, 83% were aimed at converting extravilan land to intravilan, while the remaining 17% focused on urban regulations for areas anticipated to become intravilan zones.
The city architect highlighted that not all requests could be fulfilled. Why? The extensive infrastructure required, roads, utilities, connections, makes universal approval impossible. Additionally, a large expansion of intravilan zones might not receive approval from the ministry, posing further challenges to those hoping for swift land reclassification.
During the council meeting, 17 out of 18 councilors present voted in favor of the document. This decision reflects the ongoing efforts to manage urban development in Bistrița, balancing community demands with infrastructural and regulatory constraints.
