Turda launches free bike-sharing system with app integration
Turda Local Council has approved a free bike-sharing service as part of the city's urban mobility project. The system, operational through the CICLO app, will be free for five years under European funding conditions. Users must register with a bank card, although no fees will be charged.
The Turda Local Council has unanimously approved the Regulation for the self-service bicycle rental service, marking the final administrative step for the city's integrated bicycle system. All 21 council members voted in favor of the project, which is part of the municipality's broader urban mobility initiatives. The bike-sharing system is now entering its operational phase and will be accessible through the CICLO mobile application, available on both Android and iOS platforms.
This application allows users to pick up and return bicycles at designated stations across Turda. The service will be free for the first five years, aligning with the durability period required by the European projects that funded its implementation. To use the system, individuals must register by creating an account in the CICLO app, entering identification data, associating a valid bank card, and accepting the terms of use.
Although no usage fees will be charged, users must provide a financial guarantee of 15 lei to cover potential damages. This amount is unblocked and returned if the bicycle is returned without issues. Only individuals aged 14 and older are eligible to use the service, with minors between 14 and 18 requiring adherence to specific conditions outlined in the regulation.
Bicycles can be rented daily from 06:00 to 24:00 throughout the year, except during certain periods in the cold season or adverse weather conditions. Users must authenticate in the CICLO app, select the "Scan QR code" option, and scan the bicycle's QR code to unlock it. A five-minute check period is allowed before departure, during which the ride is not considered started.
Bicycles cannot be used by individuals under the influence of alcohol or substances, for transporting more than one person, or for commercial activities. They must remain within the locality and not exceed a user weight of 120 kg. Users are responsible for any damages and must notify the operator at 0739.683.411 in case of malfunctions, theft, or disappearance of a bicycle.
If a bicycle is not returned within 12 hours after the usage period expires, it may be considered theft, and authorities could be notified. The technical services for the system are provided by Techwise Electronics SRL, while Turda Municipality manages data operations in compliance with the General Data Protection Regulation (GDPR). The introduction of this bike-sharing system is part of a wider trend across Romanian cities to enhance sustainable urban transport through European funding.
