Turda City Hall has revised its rental regulations, allowing direct rentals for micro-surfaces up to 10 square meters, bypassing previous auction requirements. This change aims to reduce costs and processing time.

Turda City Hall simplifies micro-surface rental rules

Turda City Hall has introduced a new initiative to simplify the rental process for micro-surfaces up to 10 square meters. This regulation, effective from June 8, 2026, eliminates the need for public auctions that were previously mandatory even for properties as small as one square meter. Project number 119/08.06.2026 allows direct rental for public and private properties within this size limit.

Mayor Cristian Octavian Matei spearheaded this project to align local regulations with Article 333 of the Administrative Code, O. U. G. nr.

57/2019. The changes aim to reduce processing times from several months to just a few days. A single valid request for a micro-surface results in direct assignment, using a standard rent set by the Local Council of Turda (HCL).

Multiple requests trigger a restricted public auction at the specialized service level. The highest price offer wins, with a minimum auction step of 5 lei per square meter per month. Rental contracts under this regulation can last up to five years, with options for extension.

Contracts feature firm clauses, including a performance guarantee equal to three months' rent and a Grade IV forfeiture clause. This clause permits contract termination if payments are missed for three months or if the property does not comply with agreed terms. Applicants, whether citizens or firms, must meet specific criteria to qualify for rental.

No local debts, a fiscal certificate, and a declaration of no illegal occupation of public land are required. Approval from the Chief Architect is necessary, ensuring urban aesthetics compliance. The regulation supports the installation of urban furniture, kiosks, and vending machines.

This initiative addresses previous inefficiencies, where auction costs often exceeded initial rent values. The project is part of a broader effort to modernize local administration practices, making them more accessible and responsive to community needs.
