PNL blocks Tomac government if PSD included, demands reform continuity

President Nicușor Dan has nominated Eugen Tomac for Prime Minister, initiating a complex political negotiation process. The National Liberal Party (PNL) has expressed strong opposition to any government involving the Social Democratic Party (PSD), complicating Tomac's path to securing a parliamentary majority.

PNL blocks Tomac government if PSD included, demands reform continuity

President Nicușor Dan designated Eugen Tomac as Prime Minister on Thursday, launching negotiations for a parliamentary majority that must navigate a political field fractured by mutual exclusions and competing reform visions. Tomac will seek an investiture vote in Parliament. The National Liberal Party announced it will analyze his proposed government program and political formula, but ruled out participation in or support for any government involving the Social Democratic Party.

PNL leadership attributes Romania's current political and economic crisis to PSD policies. The party stated it will not endorse programs that abandon reforms Romania has already committed to pursuing. "PNL will not be part of any government with PSD, direct or indirect," the party said in its reaction to the nomination.

It believes including PSD in government is not a solution for Romania. The Constitution suggests the party with the largest parliamentary representation should propose the Prime Minister. PSD holds that position.

PNL criticized the Social Democrats for not nominating a candidate, calling the abdication of responsibility a failure of constitutional duty. "The party with the largest parliamentary representation has refused to step forward," PNL said. Tomac's success depends on assembling support from a Parliament where the two largest parties have declared incompatible positions.

PNL demands reform continuity — state modernization, budgetary discipline, good governance. It stated Romania needs economic stability, external credibility, and an end to the governmental crisis. The party acknowledged President Dan's decision to designate Tomac but made no commitment to support.

PSD has not ruled out backing Tomac's investiture. That support, if it materializes, would immediately trigger PNL's exclusion clause. PNL stated it will not support programs that abandon reforms already assumed by the Romanian state.

The party desires a rapid exit from the crisis but considers a technocrat government to have limited legitimacy and capacity to manage the current challenges. Tomac requested authorities deliver a firm reaction to Viktor Orban's speech in Cluj. The request adds a foreign policy dimension to his opening moves as designated Prime Minister.

He must now construct a majority from parties that have publicly declared they will not govern together. PNL's position leaves Tomac with narrow options. He can pursue a coalition that excludes PSD, requiring support from smaller parties and independents to reach the threshold for investiture.

He can attempt to bring PSD into government, forfeiting any possibility of PNL participation or support. He can propose a minority government and seek case-by-case parliamentary backing, a formula that offers flexibility but no stability. The party stated Romania requires continuity in its reform agenda.

It will not endorse initiatives that compromise budgetary discipline or abandon modernization efforts already underway. PNL emphasized that economic stability and external credibility depend on maintaining the trajectory established before the crisis. PNL acknowledged the designation but offered no timeline for its decision on whether to support Tomac's investiture.

The party will review his government program and assess whether the political formula he proposes aligns with its conditions. It stated it will not participate in any government, directly or indirectly, that includes PSD. Tomac begins negotiations with a mandate from the President and a Parliament where the arithmetic of coalition-building is complicated by ideological red lines.

PNL's exclusion of PSD narrows the field of potential partners. PSD's silence on its own Prime Minister candidate leaves Tomac without a clear alternative if his bid fails. The investiture vote will test whether Tomac can secure the majority required to form a government.

PNL stated it wants a rapid resolution to the crisis but will not compromise on its opposition to PSD involvement. The party believes the current instability stems from Social Democratic policies and that any solution must break decisively with that approach. Tomac's nomination was published on stiripesurse.

ro and monitorulcj. ro. President Dan's decision moves the crisis from the designation phase to the negotiation phase.

Tomac must now deliver a government program and political formula that can command majority support in a Parliament where the two largest parties have declared they will not govern together. PNL stated it will analyze what Tomac proposes. It will not support programs that abandon state modernization, budgetary discipline, or good governance reforms.

The party emphasized Romania needs economic stability and external credibility, both of which it believes are jeopardized by association with PSD. The investiture vote will determine whether Tomac can bridge divides that the parties themselves have declared unbridgeable.
